Jack Ryan is still president, and his son is on leave from the secret illegal black-ops team he used to work with, doing financial intelligence in London.

The story is split between Jack 30 years ago and his son Jack today. The current head of Soviet Intelligence (a reconstituted super-KGB, with official authority internally and externally) is an assassin Jack encountered that long ago. Lots of people have lied to lots of people about all sorts of things since.

Pedestrian, but not actually bad.
